Health and Human Rights

Claire is an interdisicplinary futures policy specialist whose research seeks to advance in Queensland, Australia, and internationally, the: • Human right to health • Cross-cutting health and wellbeing rights of persons with disability, minority and displaced populations, gender rights and empowerment • Participatory governance • Sustainable Development Goal (SDG) policy and planning - to further the 2030 Agenda to Leave No One Behind • Human rights based-approaches to civil registration and vital statistics (CRVS) systems strengthening With some 60 peer-reviewed and other publications behind her, as well as engagement in a number of prestigious international and global health research projects (including a 13 institute research collaborative advising the European Commission on global health goals and governance in the context of SDG formulation, 2012 - 2015), Claire tackles complex policy and planning challenges by applying a mix of interdisciplinary research techniques and analytic approaches that draw on her extensive international law, global health policy, social science (qualitative research), biomedical, as well as health and human rights education, training, and in–the-field experience. Claire has been involved in a number of qualitative research projects investigating lay pespectives and community engagement around the right to health, particularly in the South-East Asia/Pacific region (Philippines, Vanuatu, Vietnam), as well as in Uganda. Claire’s research approach reflects that game-changing SDG/'Leave No One Behind' policy and planning responses require three key elements: (1) Interdisciplinary research collaboration involving academia, government, civil society, communities, and the private sector; (2) Focus on systemic change grounded in strong governance (including participatory governance) frameworks; & (3) SDG policy, planning, implementation, and M&E that involve effective, transparent and respectful partnerships at community, sub-national, national, regional, and global levels. Claire joined the Centre for Policy Futures at The University of Queensland (UQ) (Brisbane, Australia) in July 2018 after completing her Postdoctoral Research Fellowship at the Dalla Lana School of Public Health, University of Toronto.

Claire is admitted as a solicitor in the Supreme Court of NSW (currently non-practising).
