Overview

Andreas Schloenhardt is Professor of Criminal Law in the School of Law at The University of Queensland in Brisbane, Australia and Honorary Professor for Foreign and International Criminal Law in the Faculty of Law, Department of Criminal Law and Criminology at the University of Vienna, Austria. Professor Schloenhardt is a Visiting Professor at the University of Zurich (since 2014) and the University of St Gallen, Switzerland (since 2013).

Professor Schloenhardt is the convenor of the Transnational Organised Crime programme (https://toc.jura.uni-koeln.de/), a research and learning network with academic staff and students from the University of Vienna (Austria), the University of Zurich (Switzerland), the University of Cologne (Germany), the University of Ferrara (Italy), and the University of Queensland (Australia). Professor Schloenhardt holds a PhD in Law from The University of Adelaide. Prior to his position at The University of Queensland, he was a lecturer at The University of Adelaide Law School. He completed his first law degree at the University of Augsburg, Germany and at The University of Adelaide in South Australia. He holds the Erstes Staatsexamen from the Ministry of Justice in Munich, Germany.

Professor Schloenhardt’s principal areas of research include criminal law, organised crime, smuggling of migrants, trafficking in persons, wildlife trafficking, narco-trafficking, terrorism, criminology, and immigration and refugee law. He is the author of many books and journal articles and his work is frequently cited by other scholars, in government reports, and judicial decisions, including the High Court of Australia and the Supreme Court of Austria.

Professor Schloenhardt has held adjunct appointments and visiting professorships at Bucerius Law School, Hamburg (2016 and 2013), the National University of Singapore Faculty of Law (2011), The University of British Columbia, Vancouver (2007–2009), and the Monterey Institute of International Studies, Monterey, California (2006–2009). In 2011-2012, Professor Schloenhardt was a recipient of a Fellowship from the Winston Churchill Memorial Trust.

Professor Schloenhardt is a member of the Austrian Society of Criminal Law and Criminology and he has worked extensively with the United Nations Office on Drugs and Crime (UNODC), the Council of Europe, the Global Initiative against Transnatioonal Crime, the International Centre for Migration Policy Development (ICMPD) and a range of law enforcement agencies in Australia and Asia. He has been a member of Australian Government delegations to the United Nations and works closely with a range of government agencies and international organisations.

Research Impacts

Professor Andreas Schloenhardt research work has shaped international and domestic laws and policies relating to organised crime, smuggling of migrants, trafficking in persons, and other areas of criminal law. He has been instrumental in developing interpretative tools, assessment guides, best practice guidelines and drafted national laws on these and other topics. This includes, inter alia, the Legislative Guide for the Implementation of the United Nations Convention against Transnational Organised Crime, the Assessment Guide for the Criminal Justice Response to Smuggling of Migrants, and the Wildlife and Forest Crime Analytical Toolkit. Professor Schloenhardt has developed a range of model laws for the United Nations and several Member States and worked closely with Australian Government agencies in the development and critical review of anti-organised crime legislation. His work has been cited in judicial decisions, including by the High Court of Australia, and he is frequent commentator in the Austrian, Australian, and Swiss news media.

  • Crimes against the Environment in International Criminal Law

    In 2023, the Council of Europe started to draft a new convention ‘to protect the environment through criminal law’. Similar initiatives have been debated in the United Nations systems and by academic experts. Research on this topic can examine the new Council of Europe Convention in detail or look more broadly at existing or emerging international frameworks to criminalise crime against the environment.

  • Crimes against Cultural Property in International Criminal Law

    In 2017, the Council of Europe adopted a new Convention on Offences relating to Cultural Property. In addition, there is patchwork of other international frameworks that, directly or indirectly, address this crime type. Research on this topic can examine the new Council of Europe Convention in detail or look more broadly at existing or emerging international frameworks to criminalise offences relating to cultural property.
